This project was contracted by the Human Services Research Institute (HSRI) to conduct an evaluation study of the Hawaii Department of Health, Developmental Disabilities Division (DOH-DDD) about their current status of home and community-based services provided to individuals with intellectual and developmental disabilities. The DOH-DDD implemented a series of initiatives starting in 2015 to adjust the type and quality of services and support provided to constituents.
For this project, the Center on Disability Studies (CDS) team led the qualitative study on the impacts of DOH-DDD change initiatives on people—waiver participants and other key stakeholders. These impacts were explored through focus groups and key informant interviews to highlight the voices of people who receive services and their family members, as well as caregivers, case managers, direct support professionals, and service providers.
