This is a Request for Proposals (RFP) issued by the Research Corporation of the University of Hawaii (RCUH), on behalf of the University of Hawaii at Manoa, College of Education, Institute of Teacher Education to solicit proposals from Offerors who wish to be considered. The contract will be issued and administered as an Agreement for Services with the RCUH.

RFP SUBMISSION
Offerors may submit proposals by mail or email. Email submittals are strongly preferred. Note that the maximum allowable file size for email attachments is 10 MB, so an Offeror may need to send its complete proposal in multiple parts. If submitting by mail, please include the original and 3 copies. It is the responsibility of the Offeror to confirm that the RCUH has received its proposal prior to the Closing Date for Receipt of Proposals. Proposals may be modified by an Offeror prior to the Closing Date for Receipt of Proposals.

Responses to Questions by Potential Offerors To RCUH
Yes, RCUH will negotiate with the highest ranked Offeror, per Section 1.19. If a mutually agreeable Agreement for Services cannot be accomplished within 21 calendar days after initial Selection, RCUH reserves the right to terminate contract negotiations, and may select the second-ranked Offeror for negotiation of a potential award.
The contractor will need to request early childhood workforce registry data through the Hawaii Department of Human Services (DHS).
