If I work at a Department of Human Services licensed child care setting does that mean I have a teaching license?

Not necessarily. Working in a licensed child care setting is different from being licensed as a teacher. Licensed teachers have completed a state approved teacher preparation program (SATEP) and have been recommended for license in the field of ECE by the Hawaii Teacher Standards Board.
