Typically, the LTEC PhD program does not allow a credits transfer. Of course, you are still able to take courses before being accepted into the program, however, they will not count towards your LTEC PhD degree.

Generally, you would need to reside in Hawaii for at least one calendar year (365 days) to qualify for resident tuition. However, the residency requirements are complex, and there are exceptions.
